I just finished sending new comments to the DNR on the proposed  
antidegradation rules.  Thinking about and writing those comments  required me to think 
about my water quality experiences in Iowa during the  past thirty years.  Doing 
that was a definite reminder that  when it comes to Iowa environmental 
policies, I'd rather have a little progress  than no progress.  And then I fully 
reserve the right to keep pointing  out that a little progress is not enough and 
that we need more.
 
Also, in my county, we recently had a CAFO permit situation in which  one of 
the specific frustrations of the neighbors was that they had no  official 
forum and no way to officially record their objections and make sure  those 
objections were put on the DNR record.  I admit  to some bias because I know two of 
the neighbors who expressed those  frustrations in the local paper.
 
I am in favor of supporting HSB 168 as one small step  forward.   Small, but 
forward.
