Subject: Clive, Iowa- Post Construction Stormwater Managment Ordinance (Healthy Soils)
Good morning, Pam-
I wanted to quickly bring your attention to a matter that will be before the Clive City Council in January that was previously of interest to the Des Moines Sierra Club. The City of Clive, the first community in the metro, will be reviewing policy/regulatory changes associated with storm water management on January 28th. Specifically, staff will be presenting an ordinance amendment which would require that all new developments that create more than 5,000 square feet of impervious surface area will be responsible for instituting a soil management plan for the remaining pervious portions of the site. In essence, developers/builders will have to ensure that the green portions of their sites are accommodating to the infiltration of rainwater through the creation/preservation of a healthy soil profile. As I am sure that you are aware, presently there is very little topsoil maintained on project sites and what productive soil remains is thoroughly compacted to a point that it drains more like concrete. With nearly 800 acres left to develop in Clive, if we are able to have the green spaces do the work of absorbing as much as the first 2 inches of a rainfall, that could be a significant amount of water that is held in place rather than discharged down through the watershed. Although the effort in Clive won’t amount to much in terms of “flood mitigation”, if everyone upstream follows suit there could be real benefits achieved over time. My hope is that those folks interested in the watershed generally and stormwater management particularly would be willing to review the City’s proposal and voice their opinion. There will be a couple of ways to get involved: 1) community survey @http://www.peakdemocracy.com/3333 , and 2) City Council public hearing @ 6pm on January 28th. I would certainly appreciate your assistance in getting the word out.
