Tom,
Not exactly. Hyperion has not revealed much about how tar sands oil/ bitumen will make its way to South Dakota nor how they plan to ship their product to markets.
It is likely, however, that if the Keystone XL pipeline meets State Dept approval (hillary Clinton) the accessway could be leased by Hyperion.
There are so many huge unknowns about this refinery that you wonder where our public officials are at. The source of water and the discharge of water from the power plant and refinery have yet to be determined.
