Although the print media reported this as a done deal (it was even in USA
Today), there will still be a comment period ending in November, a public
hearing and then it goes to the Administrative Rules Committee.  This is a
proposal.  When I brought the news release inaccuracy to the attention of
the person who released it, he sent this correction::

Clarification - The list of endangered and threatened plant and animal
species is a notice of intended action item, not a final decision item.  The
public may comment on the list in writing until Nov. 20.  Send comments to
Division of Parks, Recreation and Preserves, Iowa Department of Natural
Resources, 502 E. 9th St., Des Moines, IA 50319.  A public hearing is
scheduled for 10 a.m., Nov. 20, in the fourth floor east conference room,
Wallace State Office Building in Des Moines.
