Yes, that is in the law for the county REAP meetings where grant
applications are voted on.  These meetings happen at least once a year,
perhaps in July and it is a time to review specific projects.  The meetings
are open to anyone and our experience in Polk County is that hardly anyone
attends except for the cities applying for grants.  Contact your county
conservation board to find out when the meetings are held.

The current round of meetings that Erin listed are open to anyone and these
assemblies are a time to discuss REAP issues in general -- the priorities
for your area, the priorities for REAP, changes that might be suggested to
the rules, a review of the history, and a report of where REAP allocations
have been spent in your region.  These meetings are open to the public and
you do not have to be appointed or selected to attend.  During these
meetings, about 5 delegates will be chosen from each meeting to attend the
REAP Congress, which will be held at the Capitol in July.

It might sound complicated but it's all pretty informal.  Wear your casual
clothes, take a few friends and make your voice heard about the kinds of
projects you'd like to see considered as priorities for your area.  If you
know of a greenbelt or special prairie remnant, or a wetland that needs to
be protected, make sure you mention it.
