This is far from a done deal.
The lawyers involved in the IUB hearing need to prepare briefs. The last set of briefs are due Feb. 2, 2016. Then the IUB needs to explore the issues in the briefs and deliver their ruling.
There are a number of other permits that need to be given, as well.

The pipe has been in Jasper County since last spring, I believe. There was a news report about it in May and I saw the pipe on train cars parked in DM for several weeks before that. The news report said that Dakota Access does not own the pipe but will purchase it from the third party if the project is approved. A IUB spokesman said they are stockpiling the pipe at their own risk since the project is still under review.
