SF 2371(formerly LSB 6613), Senator Bartz' Water Quality Initiative - I
on
Iowa. Establishes policy for the Initiative on Improving Our Watershed
Attributes. Sets requirements for conservation buffer strips, the
conservation reserve enhancement program, water quality monitoring. a
buffer program, and a revolving loan fund for septic tanks. Defines
what
credible data is to determine additions or deletions to the EPA required
impaired waters list, how the date may be used and analyzed, and
requires
the data used to be obtained by qualified individuals. May be debated
by
the S on Tuesday.
As currently written, this bill has numerous unacceptable elements
including a wetlands provision that would allow extensive wetland
drainage
when new wetlands are constructed for water quality benefits. Another
section has extreme restrictions on "credible" data to be used for
Iowa's
impaired waters list. Please speak out with your senator that this
bill
is unacceptable. (DNR also strongly opposes this bill.)
