I checked with a couple of people and so far I have this response from
Steve Holmer of American Lands

The General Accounting Office has produced two analysis showing that
from 1992-94 and again from 95-97 the timber program lost on average
$330 million per year. So that is most conservative estimate.
Conservationists including The Wilderness Society and the John Muir
Project have produced estimates ranging from $457 million to $1.1
billion lost per year depending on what costs and expenses are included.
