shared his vision of what the role of conservation could be in future farm
policy at the U.S. Department of Agriculture's Agricultural Outlook
Forum-2001, held February 22-23.  His speech, delivered at the Forum's
opening session,  highlights the change in agricultural conservation policy
focus from agricultural production in the 1930s to the more environmental
