These are the bills I am tracking for Sierra Club, Iowa Chapter, so far
during the 2001 session with actions occurring accumulated in the narrative.
Note that I include the Bill #, Bill Title, and some notes of milestones, as
well as the URL address. You should be able to just click on the URL Address
to open your browser and take you to that bill.
These bills were eligible for action through the end of last week and
survive the first funnel to date.
Bills labeled HSB or SSB are study bills. They are in early draft form and
would get a regular HF or SF number if a committee acts upon them. All other
bills are introduced in their status is as reported in the Milestones
paragraph.
PRIORITIES. Obviously, one of our highest priorities for this year is the
Bottle Deposit Bill expansion. Several bills show up on that subject and
both a House and a Senate bill came from the committees of origin, but have
now been re-assigned to the House & Senate Ways and Means Committees. Action
by the Senate W&M Committee is not expected, and by the House W&M Committee
remains problematic at this time. We will keep you advised.
A second major priority is Urban Sprawl. The primary bill on that at this
moment is H.F. 273. The subcommittee has had a few meetings on the bill but
was unable to complete its work for this Funnel deadline. They are intending
to have an Interim Study Committee on this subject to prepare further
recommendations for next Session.
FIRST & SECOND FUNNEL. The first deadline for the Session, March 16, was
³Funnel Day,² by which any bill had to be voted out of committee in its
chamber of origin, to be alive¹ for the remainder of the Session. The
exceptions to that rule are Appropriations and Ways & Means bills. This week
is the ³Second Funnel³, by which bills must have passed the first Chamber,
and been voted out of committee in the second Chamber. Another frantic week!
