Iowa Sierrans:

Here are the bills I worked, tracked, or monitored for Sierra Club during
the 2001 session with actions occurring accumulated in the narrative. Note
that I include the Bill #, Bill Title, and some notes of milestones. This
report includes those bills that were eligible for action through the end of
the Session. Most went to the Governor for his signature, and include his
final actions. (There were additional bills which would have shown up in
earlier reports during the stages of the session, which did not survive the
committee process. They are not included here.)

Obviously, much of our attention was on the Bottle Deposit Expansion bill
and the Energy Generation Plant Siting bill. We worked with the Beautiful
Land Coalition if favor an expansion of the current bottle deposit system.
As always we were up against a powerful, and heavy contributing (campaign
$$), retail industry, so we fought to a standstill. Clearly legislators got
the message that this is a very popular law with the public, who want it
expanded, so they were caught between political popularity and $$.

The Plant Siting bill we also fought to a standstill during the regular
session. Indeed, it was our Renewable Energy Portfolio amendment which was
the ³stopper² during the final week of the Session. It would have required a
10% RPC by the year 2010. As you know, the Legislature just this week had a
special session, required for the redistricting plan, which also dealt with
the Sitting bill. (See below for that description.)

2001 SPECIAL SESSION

The 2001 Special Session of the Iowa Legislature lasted exactly 9 hours and
37 minutes in the House, a few less minutes in the Senate.

The Plant Siting Bill, HF 577, did pass, but the Iowans for Responsible
Energy Policy (IREP), of which Sierra is an active member, won major
concessions, including the removal of the most onerous sections which would
have provided the companies, esp. Alliant, with Power Purchase Contract
authorization. 

A new provision of the law does require utilities to Offer Alternative
Energy to customers, but it is not strong enough to our way of thinking nor
does it require a specific Portfolio Standard. Our issues will be among
those addressed in the next regular session, along with others, and
especially will have the imprimatur of being congruent with the Policies
that are expected to be recommended by the Governorıs Energy Policy Task
Force to make its report in October or so.

So we have declared Victory for now! And have lived to continue the effort
another day. IREP is very pleased with how the negotiations went, the
support we earned from the Governor and thousands of Iowans who responded
with calls and letters, and the major concessions we achieved.

Your congratulations are due to IREP, and they and I say Thank You! to all
of you who helped.

spring navigation target flow on the Missouri River that is consistent with
