THE CORRECT # FOR THE SENATE BILL IS 2293 The Bill
will be debated in the Senate first.

If you do nothing else for the environment in Iowa
this year contact your legislators about SF 2293 and
HF 2478

These bills:

Require the DNR to monitor air
quality(ammonia, hydrogen sulfide and odor) at large
livestock facillities and appropriates $500,000 for
air monitoring equipment

Require large livestock operators to calculate the
amount of phosphorous as well as nitrogen when they
submit their manure management plans.

Bans construction of large livestock facilities in 100
year floodplains and gives the DNR power to regulate
siting near pristine waters(like French Creek) and in
limestone karst areas.

Doubles the distance that livestock operations can be
from a body of water, residences, and public areas

Requires Earthen(but not concrete) lagoons to have
monitoring test wells

Requires mid size livestock operations (2500 to 4,100
hogs) to also require permits.

Has a per animal fee to pay for 12 more DNR
inspectors.

Has a process in which counties can appeal(but not
veto) siting of CAFO's to the DNR

Provide a seat for the Iowa Environment Council on the
Tecnical advisory Board

SAMPLE LETTER

Dear

Please support passage of SF 2293(HF 2468) This bill
would go a long way in protecting Iowa's water and air
from pollution from large livestock operations.I t
would require monitoring of air from large livestock
operations to protect the health and quality of life
of rural residents. It prevents algae from choking off
our lakes and streams because of excess phosphorous
from manure application. It prevents the flooding
disasters of livestock operations that we all saw on
TV in North Carolina. It monitors leaking from earthen
manure lagoons. It addresses pollution from mid-sized
livestock facilities. It gives rural residents some
chance of appealing siting of large livestock
operations. Finally it raises the money necessary for
the DNR to protect Iowa's water and air from livestock
operations. Please care for Iowa and vote for this
bill and oppose any weakening amendments.

Sincerely,
