I attended this meeting this afternoon. It's an odd format. If the
Administrative Rules Committee does nothing, the rules pass. That's what
happened today. The rules will be in effect September 22.
However, Rep. George Eichorn, the chair, appointed a subcommittee consisting
of himself, Sen. Donald Redfern, Sen. Jack Kibbie, Rep. Marcella Frevert and
Sen. Dave Heaton to meet after the election. The purpose of the
subcommittee is to answer any questions the full committee may have about
the air quality standard rules.
Wayne Geiselman addressed the committee and indicated there were three
issues he wanted to point out. 1) the standard imposes no requirement on
the livestock industry; 2) there will be no economic impact on the livestock
industry; and 3) the standard is based on sound science, a compromise that
was chosen for what the DNR thinks is best for Iowa.
Sen. Mary Lundby expressed her displeasure with the chair appointing a
subcommittee and persisted until she was ensured by the chair that the
meeting would be open to the public if it chose to attend.
After a rather brief public comment session, the committee moved on to the
next item, thus allowing the rules to go into effect next week.
