Technically speaking, it's transmission that's at issue:  the high voltage
lines that move large quantities of power over long distances.  The
proposed facility will be a merchant plant with a target market of
Chicago/Milwaukee.  I suspect that their business plan will be to augment
baseload capacity in the target markets only modestly; on this basis, they
will claim that on average they will not overburden the local or regional 
grids.  However, they will ramp up generation to full capacity at peak
load periods, particularly the summer air conditioning season.  This of
course is the time of maximum strain on the existing grid.
