At that time that Cindy refers to, the "champion" for the commercial
"washboard" mussel harvester(s) was then-Representative Jim Hahn
(-Muscatine). As floor debate eventually revealed, Hahn was defending
only one commercial mussel harvester--a constituent. Then-Rep. Hahn
was also a member of the Republican majority, and he prevailed. The
washboard mussel battle may have been Hahn's most conspicuous effort
as a Representative. Now a member of the Upper House, he appears,
perhaps fittingly, to have become Iowa's most inconspicuous Senator.
