There is an article and a map in today's DM Register.  The developer said he 
bought the land from a farmer a few years ago.  It is across a "bay" to the 
north from the existing DNR facility.  The map shows the proposed 
development to be back from the lake.

The article mentioned condos, houses, fast-food restaurants, gas stations, 
etc..

development as 'outside the park.‘
