The rest of the article has a more neutral tone, overall, but the headline is an example of subtle editorializing. As a sometime reporter and editor during college, I learned something about well-written headlines. The tendency to sensationalize is quite well associated with front-page editorializing and bias. Here the headline emphasizes the costs (to industries and businesses) without due attention to the gains, including reduced health care spending and improved quality of life. All the bad news that's fit to print, to turn a phrase.

Well,
it cost a lot of money in health costs now for residents of those counties that would be under non-attainment under the new limits for sulfur dioxide,ozone, and fine particulates.
