  RECRUITMENT ANNOUNCEMENT FOR NATIONAL RECREATION ISSUES COMMITTEE


The Wild Planet Strategy Team (WPST) under the Conservation Governance
Committee, is forming a Committee to address various conservation issues
relating to outdoor recreation, with the charge and responsibilities as
listed
below.  We are seeking individuals with a history of work on recreation
issues,
especially as related to public lands, and have a demonstrated ability to
work
within a committee.

     WILD PLANET STRATEGY TEAM:  RECREATION ISSUES COMMITTEE

Mission Statement:
The mission of the Sierra Club's Recreation Issues Committee is to provide
assistance to volunteers in addressing recreational-related
issues, build networks of activists working on these issues, and
coordinate the Club's conservation efforts on these issues. Recreation
issues include, but are not limited to: motorized recreation (ORVs,
snowmobiles, jetskis, etc.), recreation fees, trails, visitor impacts,
park overflights, commercial outfitters, etc. The committee will not
address fixed anchors in Wilderness, as that task is already assigned.

Charge:
In order to carry out the above mission:
1. Develop activist network and facilitate information exchange among
network members.
2. Keep network members informed on legislation and agency policy
moves related to recreation issues.
3. Help develop strategy to deal with recreation issues from defensive
and proactive positions as appropriate, including raising the
visibility of recreation issues within the Club.
4. In carrying out #2 and #3 we expect the two major issues in 1999-
2000 will be motorized recreation and recreational fees (i.e. fee-demo
program).
5. Develop contacts with other environmental and citizen's groups
working on recreational issues where such contacts would be helpful to
activists and further the Club's agenda.

Committee Responsibilities
The Committee is expected to address recreation issues per the
charge above and to report progress on its charge through an assigned
Committee Chair or WPST Liaison to the Committee.  Committee members
should not advocate one narrow position, but evaluate all relevant
information fairly among all the differing viewpoints on any
recreation issue they address. The Committee is expected to conduct
its business via email, telephone calls, and periodic conference
calls.  The Committee shall have 6-8 members, plus a Chairperson, all
appointed by the WPST. Communication channels to the WPST are
maintained via the WPST Liaison to the Committee or by the Committee
Chair. The Committee should designate a liaison to the Club's Outdoor
Activities Governance Committee. Funds to cover administrative costs
of the Committee will be provided by the WPST on a reimbursement
schedule.  A Committee workplan and budget should be submitted to the
WPST within one month of formation. Personnel, financial, and other
administrative matters should be communicated directly between the
chairs of the WPST and the Recreation Issues Committee or their
designees.

The WPST will review progress on issues and status of the committee by
the end of 2000.
