Paul Johnson, director of the Iowa Department of Natural Resources, talks with host Joe Bolkcom. Johnson wants the Iowa Legislature to appropriate money to pay farmers to plant protective buffer strips along streams and rivers, money the state could use to win federal matching funds to expand the program. Buffer strips, manure management and other programs are aimed at protecting and improving Iowa's surface water quality.
