Subject:        County Payments Call-In Day - 2/15

        We are at a critical moment on the county payments debate.
Negotiations between the Administration and Sen. Craig's (R-ID) office
on S. 1608 are expected to resume on Wednesday, but thus far, the White
House has not indicated its position.  The Administration needs to hear
from activists that it is unacceptable to continue sacrificing the
National Forests to pay for rural education.

        Help keep pressure on the Clinton Administration by participating in a
national call-in day to Secretary of Agriculture Dan Glickman.   Please
call Sec. Glickman at 202/720-3631 on Feb. 15 and urge him to support
decoupling county payments from timber sale receipts.  His fax number is
202/720-2166 if you wish to send in a letter.


National Education Association Feeling the Heat, But Will They See the
Light?
        A primary reason that bad county payments legislation (H.R. 2389)
passed the House was the National Education Association (NEA) which
lobbied hard on its behalf.  Despite meeting NEA officials to express
the concerns of the environmental community about the impacts of HR.
2389 and S. 1608, the NEA's support is thus far unwavering.  In fact,
several activists received calls from NEA officials Friday, claiming
that the environmental community doesn't know what S. 1608 says and
denying that the bill poses any threat to the National Forests.

        In our view, this is a very dangerous bill that the NEA and other
educators should oppose.   It is disgraceful to propose that the richest
nation on earth needs to liquidate its remaining forests to pay for
education.

        Please contact NEA President Bob Chase at 202/822-7389 and/or
mailto:<[log in to unmask]> and urge that the NEA oppose S. 1608 and support
decoupling county payments from timber sales.  Also, please contact any
educators you know and ask that they do the same.

        Many state education associations represented at the national level by
the NEA haven't heard anything about the bad county payments legislation
that NEA is supporting.  Please contact the education associations in
your city and state and ask them to contact and urge the NEA to oppose
the timber industry's county payments bill, S. 1608.
