I THINK IT'S A GREAT PROGRAM. SF 187, HF 608, JET-SKI/WATERCRAFT SAFETY. Develops safety regulations for Jet-ski operation; creates youth Jet-ski safety education and certification program. Deletes jet-skis as motorboats in definition. Prohibits wake jumping, requires life vests, prohibits minors under twelve from operating a jet-ski alone. Minors from twelve to eighteen with a certificate may operate a jet-ski alone. Passed the S & HF eligible for H debate. H version is broader in that it relates to watercraft. HNR subcom-Kettering, Klemme, Mundie. No action this week. *THIS BILL ALSO COVERS THE CHASING OF WATERFOWL --- WE'D LIKE TO GET THIS BILL PASSED. SF 313, PURPLE LOOSESTRIFE BAN. Prohibits without exception the sale or distribution of purple loosestrife and multiflora rose. HNR subcom-Frevert, Kettering, Klemme. THIS IS A BILL WE WOULD LIKE TO GET PASSED. IT SAILED THROUGH THE SENATE LAST YEAR 49-1, BUT WAS HELD UP IN THE HOUSE. HF 2140, BOTTLE DEPOSIT LAW. Expands the types to containers under to the Bottle Deposit law to include noncarbonated beverages, increases the deposit/refund to 1˘, and increases the reimbursement for redeeming containers to 2˘ per container. HEP subcom-Drake, Gipp, Greimann. ANY EXPANSION OF THE BOTTLE BILL WOULD BE GOOD. HF 2141, HSB 574, SSB 3035, OUTDOOR LIGHTING. Requires regulation of outdoor lighting by local governments on new and replacement outdoor lighting fixtures to reduce light pollution of the night sky and to promote energy efficient lighting. Sets minimum standard ordinance as that adopted by the City of Ames. Requires state facilities to meet specific standards over a period of years. HEP subcom-Brunkhorst, Alons, Greimann; SNR subcom-Fink, Freeman, Johnson. *THIS IS ALSO FROM THE DNR AND IS AN IMPORTANT ISSUE FOR MIGRATORY BIRDS --- WE SHOULD FAVOR THIS BILL. HF 2211, DRAINAGE. One element of the bill removes existing language and would free an individual from liability when drainage construction or reconstruction increases the quantity of water or changes the manner of discharge on another land. HAgC. *I DON'T KNOW ANYTHING ABOUT THIS, BUT IT SOUNDS LIKE BAD NEWS. HSB 575, HUNGRY CANYONS ALLIANCE. Creates the Hungry Canyons Alliance under the Loess Hills Development and Conservation Authority. Provides that the Loess Hills Alliance Board of Directors include ag. producers.
