What I snipped at the end was the bill that was introduced.  It was such a
long article and I had to clean it up substantially (it was a mess of
forwarded broken lines and I hate to receive those), but if you want the
bill, I can send it, too.  In today's Register, there is an article about
American Rivers and the Environmental Defense Fund suing the Corps and the
USFWS.
