We are writing from the Sprawl Campaign Committee to introduce ourselves
and
offer some assistance.  Thanks to you, the Sierra Club's Challenge to
Sprawl
Campaign is the top voted campaign of the Sierra Club.   Last year's
report,
"Solving Sprawl," was a media sensation garnering almost 1,000 media hits.

This fall's report and outreach activities will focus on highlighting good
and
bad developments in your state.

Our main goals this year are to highlight Smart Growth success stories,
slow
sprawl in floodplains and other disaster prone areas, and shift
transportation
money to less polluting and sprawl-causing  public transportation choices.

We are focusing in areas that with Smart Growth opportunities for policy
reform,
have key decisionmakers, and are strategic states.

We have many volunteers and several staff people working on sprawl that can
help
you. They are:

Tim Frank and Larry Bohlen are Campaign Committee Co-chairs, and are in
charge
of sprawl policy for the club and manage our Sprawl listserve.   Larry
helped
write Sprawl Costs Us All in Maryland and pass that state's Smart Growth
bill.
Tim has worked to slow sprawl in California for many years, is a founding
member
of the California Future Network, and helped write the Dark Side of the
American
Dream report.

Brett Hulsey coordinates the campaign from the Midwest field office and
authored
the first Sprawl Costs Us All report in 1996.  He is funded two-thirds time
from
the EPEC grant to work on sprawl and is touring the country helping
chapters and
EPEC sites conduct Tours de Sprawl, Sprawlbuster Workshops, and releasing
Permitting Disaster reports on floodplain sprawl.  For more on these tools,

Deron Lovaas represents the Club in D.C. on sprawl, takes the lead on
producing
the national reports, and does workshops and tours across the country.
His

Nick Cain is the Media Writer in San Francisco, writes most of the reports,
and
helps get national media attention on sprawl.


WHAT CAN WE DO FOR YOU?

To achieve the goals of the campaign, we have several tools available,
including
Sierra Club Sprawl website, Sprawlbuster Workshops, Tours de Sprawl, Sprawl
Costs Us All Reports and sprawl factsheets, and Permitting Disaster
Reports.

We can help you produce your own materials and tours, and have a national
selection process that provides money for these efforts.  Please return the
form
at the end of this memo to order which publications and activities you
would
like.

Our www.sierraclub.org/sprawl website has our Dark Side, Solving Sprawl,
and
Sprawl Costs Us All reports and a sprawl activists toolkit for you to use
to
slow poorly-planned sprawl. Permitting Disaster and Wetlands Restoration in
Waiting reports are at sierraclub.org/wetlands.

Sprawlbuster and Growing Smarter Workshops are designed to educate
activists,
local officials, and the media about key sprawl issues in your area.  They
can
take from one hour to two days.  We have a Sprawl Hurts Us All presentation
in
Powerpoint that you can customize for your local area.  We can email these
to
you or send you a disk for free. Maximum amount available for workshops is
$1,000.

Tours de Sprawl highlight poorly-planned sprawl and Smart Growth
developments in
your area.  They can range from three people in a van with the media to 150
people on bikes, depending on the amount of effort and money you want to
put
into it.  If you need a "How To" guide for a Tour de Sprawl, check the
website
or contact Brett Hulsey in the Midwest Office. Maximum funding available,
$500.

Sprawl Costs/Hurts Us All Report and factsheets highlight how sprawl costs
and
hurts people in your area/state with more crowded roads and schools,
destroyed
parks, farms and open space, more air and water pollution, higher taxes and
lower quality of life.  Maximum amount available, $1,000.

Permitting Disaster Reports show how sprawl and wetland destruction
increase
flooding deaths and destruction in your state.  It shows that the Army
Corps
grants 99% of the wetland destruction permits between 1988 and 1996, more
the
90% in counties the President declared a flood disaster area.  We are
calling
for a moratorium on floodplain sprawl and wetland destruction.  We have
data for
about 40 states and have done reports in about 15 states, that include
color
maps of wetlands permitting and flood disaster by county.
