Where our waste is dumped is an important issue. The state of Pennsylvania has the most out of state municipal solid waste (MSW). It gets it from New York. If it is not state to state then it is county to county. In Polk County, our landfill was planning to generate so much revenue from fees for our landfill. These fees were to cover the cost of curbside recycling in all of Polk Co. Then landfills in other counties started charging a competitive rate and the revenue from the landfill in Polk Co was reduced. The agency that managed the landfill in Polk Co. had to reduce their support of curbside recycling in Polk Co. Sierra Club policy is that waste should be reduced, reused, and then recycled. The disposal of the waste should occur as close to the generation site as possible. Most of the time, when there is hauling waste ( MSW, hazdarous, or nuclear) out of a community we are against it. A regional site with goals and plans that have a benefit that could not be accomplished with a local site are the acception. The best example is a regional hazardous waste site. We don't have a hazardous waste site in Iowa. Should we have one ?
