A bill has been proposed by Brunkhorst and Bartz, which we should oppose. A separate bill has been proposed in the House by Rep. Betty Grundberg which we should support. HF 69 Introduced by Betty Grundberg: expands containers and increases the handling fee. Representative Shoultz from Waterloo has a draft of the Beautiful Land Coalition's(BLC) expansion proposal. I have been told that Senator Bartz is studying a proposal which would place a 5¢ tax on containers which would be funneled to the DNR to expand curbside collection. During Thursday's HEPC meeting, committee members quizzed Representative Hahn, chairperson, on his intentions on the issue. He stated the Interim Committee held two meetings - the first with only Garth Frable outlining the BLC's expansion proposal as well as numerous recycling and litter facts. The second was dominated by the opponents of expansion. Several groups supporting the expansion wished to speak, but no time was allowed. Chairperson Hahn stated they were trying to get another meeting of the committee. He also said maybe the General Assembly should wait for a litter survey that is to be conducted under the sponsorship of Keep Iowa Beautiful.
