  BUSH DELAYS ROADLESS PROTECTION: At the behest of "Western Republican
  lawmakers" and the "energy, timber and mining industries," the Bush
  administration has delayed for at least two months the "ban on road-
  building and most logging in a third of the country's national forests"
  says AP 2/5. According to the Sierra Club, the delay is designed to buy
  "some time while they decide how to roll it back." The administration
  says that the effort to delay the new rule, which received
  unprecedented public review and support, is not itself subject to
  public comment which is deemed "impracticable, unnecessary and contrary
  to the public interest."
