Bottle Bill Supporters,

Rep. Clel Baudler introduced an amendment House Amendment 1617 to the Ways
and Means Appropriations Bill House File 725.  This amendment would increase
the handling fee paid to redemption centers and grocery stores from 1 to 2
cents.  This is the first bright spot in a long time and we need to support
it.  It keeps the bottle bill healthy and gives us more time to truly expand
the law.  The increase in handling fee would not change the current deposit.

PLEASE MAKE AN EFFORT TO TALK WITH REPRESENTATIVES ESPECIALLY REPUBLICANS
AND ENCOURAGE THEM TO SUPPORT THE INCREASE.  Please encourage others to
contact them.

House File 725 (Agriculture and Natural Resources) and House Amendement 1617
should be debated first thing Wednesday
morning.

Leadership is now trying to kill this amendment by saying it is not germane.
We must call on legislators to vote to suspend the germane rules.  Please,
call and email every legislator in the House you can tomorrow morning
(Wednesday) -- the earlier the better.  (phone number of the House is
515-281-3221 -- if the legislator you call is not there leave a detailed
message and ask for the next one on your list -- ask these legislators to
show some courage and do the will of the people).  For four months,
leadership has been dragging its feet on improving one of the most popular
and effective laws in Iowa.

I know you are starting to experience battle fatigue as far as the Bottle
Bill goes, but we have a chance this week to increase the handling fee and
therefore strengthen the law and set the stage for a complete expansion.

Please contact your legislators and other legislators in your area and push
for this increase of the handling fee as essential to happen this year.
