Iowa Department of Natural Resources Natural Resource Commission STATE FOREST TIMBER SALE SUMMARY 12/02 NRC MEETING Sale 1. Yellow River: 82 Walnut, salvage of declining trees - 37 acres, Luster Hts Unit. Harvest of 82 declining walnut on 37 acres, Luster Heights Unit along Hwy 364 to Harpers Ferry. All trees are either dead or have dieback and associated bole sprouting or breakage which will lead to further deterioration in the near future. Trees affected are mainly of a small sawtimber size class (12-20 inches). Most of the larger trees are not affected and not included in the sale. No threatened/endangered species recorded in the natural area database for this area. This area is outside the 2002 plant survey by Bill Watson Sale 2. Yellow River: 290 Mixed Hardwood, selective harvest - 24 acres, Paint Creek Unit Management harvest of a selective thinning throughout the stand to improve growth rates and species composition. In three locations, small groups of less than one acre are marked to increase sunlight at the forest floor to promote the growth of oak regeneration. There is considerable maple decline and oak wilt in the stand. Den trees are not included in the harvest. Dead trees are left for diversity and habitat. No threatened/endangered species records in the natural area database recorded for the area. Bill Watson was consulted but his 2002 plant survey did not include this specific site so he has no recorded threatened/endangered species for the site. Sale 3. Shimek Forest Belfast Road Widening Project: 226 mixed Hardwood and 21 walnut, Croton Unit All commercial size trees in or within 5 feet of the construction zone are included for harvest. Trees will be harvested by Feb. 15, 2003. Although not part of the timber sale, the remaining small trees will be cut by March 31 to prevent the possibility disrupting nesting birds if trees were cut later in the spring/summer. Because of topography, in some locations where the construction zone did not include the full ROW, trees in the ROW were left. TOPIC Timber Sales on State Forests Bids for three timber sales on the State Forests will be opened on December 5, 200. Details will be presented as an Information Item if the high bid per sale is less than $25,000 and as a Decision Item if the high bid per sale is $25,000 or higher. These sales are part of the ongoing management activity on the State Forests. Sale 1 is a selective harvest of an estimated 9,039 board feet of declining walnut in Yellow River State Forest. Sale 2 is a selective harvest of an estimated 42,920 board feet of mixed hardwood trees in Yellow River State Forest. Sale 3 is a harvest of an estimated 16,400 board feet of walnut and mixed hardwood trees in Shimek State Forest. These trees are within the construction zone of the Belfast Road widening project. ITEM INFORMATION TOPIC Lacey Keosauqua Dam Repair A dam breach occurred on May 19, 2002 at the lake at Lacey-Keosauqua State Park. The lake was lowered and stands at that position to this date. The Engineering and Realty Bureau has worked with Flood Plains in reviewing the design and proposed repairs. Exploratory tests and inspections at the dam, including a soil boring, have been inconclusive. The design drawings for the repair are complete at this time. Meticulous attention to detail has been given in preparing the plans with all aspects of the structure and drainage systems analyzed. The repair project will be advertised later this month for a special bid letting in late January. The project will be presented to the Commission on February 13th. Construction is slated to begin in late winter or early spring with completion by Memorial Day, 2003.
