Clean Air and Energy folks --

We need everyone to contact EPA on their proposed rule changes to the
New Source Review aspects of the Clean Air Act.  In their recently
announced proposal, when it will be published in the Federal Register,
there is the ability to request a public hearing on the proposed changes
EPA has put forth.  While the only venue listed, North Carolina, is
neither heavily impacted by NSR-affected sources nor a major source of
the problem, we need to make certain EPA does something to record public
input to guarantee there is adequate standing for legal action. 

Therefore, we need everyone to call or write EPA and let them know the
following:

1) Hearings are needed -- this is a rule revision that requires public
input since the hearings EPA held last year indicated strong opposition
to changing the rule.
2) North Carolina is insufficient for gathering adequate public input --
additional venues should be added, including the same locations as the
last NSR hearings.
3) A response to your concerns is requested -- make sure they are
listening to you and telling you what is happening.

associated with this decision.  Pam Smith is the first point of contact
on this and should get your phone calls, if you chose to contact EPA on
this directly.
