Actually, there is an even better recycling program of used PDA and cell phones. They are re-used for intended purpose. There is a company that buys used PDAs and renovates them for re-sale and use, that is how I sold/recycled an older one, and bought a replacement. Cell phones can be donated to a charitable organization that provides them to abused women and others in shelters who need access for personal security. (Newspaper article recently in DMR.)
