Thanks for the advice, Lyle.  I know of programs in Iowa City, Waterloo, and Davenport that use these cell phones.  I'm working with a homeless service provider that is using some of the older PDA's and pagers with homeless folks who are trying to get jobs.  Hard to get called back when you don't have a phone.
