2005 Session - 1st report
Iowa Sierrans:
Particularly since our ExComm had to be cancelled today, I provide the attached report as my first report of bills introduced in the 2005 Session of the Iowa General Assembly. No bills have been reported out of committee as of this time, most were only very recently introduced.

Note that I include the Bill #, Bill Title, and some notes of milestones. Many bills have not been drafted and introduced as of this writing. Bills have through Friday, March 11, to be reported out of Committee in order to clear the “First Funnel”. (”Second Funnel” is April 8.) This report includes those bills that were eligible for action thru this week.

H.F. 18 A bill for an act relating to a tax credit for pollution-control and recycling property connected to property used for the care and feeding of livestock, and providing for the Act's applicability. Assigned to the House Ways & Means Committee.
H.F. 31 A bill for an act relating to deer hunting by providing for the issuance of a resident deer hunting license with two tags, requiring payment of a help us stop hunger program fee, appropriating the fee for the use of the help us stop hunger program, and providing a penalty. Assigned to the House Natural Resources Committee and assigned to a subcommittee of Reps. Baudler, Rayhons and Whitaker, 1/13/2005.
H.F. 45 A bill for an act relating to administrative rules for controlling fugitive dust. Assigned to the House Environmental Protection Committee and assigned to a subcommittee of Reps. Kurtenbach, Anderson and Kuhn, 1/18/2005.
H.F. 58 A bill for an act relating to the regulation of wetlands, mitigation of adverse impacts to wetlands, providing penalties and fees, and making an appropriation. Assigned to the House Environmental Protection Committee and assigned to a subcommittee of Reps. S. Olson, D. Olson and Watts, 1/18/2005.
H.F. 60 A bill for an act relating to economic development activities by creating the grow Iowa values board and fund and related boards and commissions, authorizing the issuance of bonds to provide economic development-related funding, allowing the creation of economic development regions, authorizing the certification of and development of cultural districts, providing tax credits, and making appropriations. Assigned to the House Economic Growth Committee.
H.F. 77 A bill for an act relating to confinement feeding operations by providing for the construction of structures associated with the operations. Assigned to the House Agriculture Committee.
H.F. 92 A bill for an act relating to assessments associated with soil and water conservation districts, by providing for the deposit of moneys in a fund established by a district's commissioners. Assigned to the House Agriculture Committee.
H.F. 96 A bill for an act modifying allocations and apportionments of road use tax funds. Assigned to the House Transportation Committee.
H.F. 99 A bill for an act establishing a regulatory efficiency commission. Assigned to the House Economic Growth Committee.
HSB 7 Act relating to an appropriation from the environment first und for the establishment of permanent soil and water conservation practices, by allocating moneys to support the administration of local governmental units, and providing an effective date. HSB 19 A study bill proposing an amendment to the Constitution of the State of Iowa to require approval by vote of the people before certain tax or fee increases take effect. Assigned to the House Ways & Means Committee.
S.F. 20 A bill for an act relating to notice regarding the use of geothermal energy in development plans for undeveloped land. Assigned to the Senate Local Government Committee.
S.F. 39 A bill for an act relating to redemption of empty beverage containers, creating a container redemption fund, and providing effective dates. Assigned to the Senate Natural Resources & Environment Committee.

SSB 1024 A study bill for an act relating to an appropriation from the environment first fund for the establishment of permanent soil and water conservation practices, by allocating moneys to support the administration of local governmental units, and providing an effective date. Assigned to the Senate Agriculture Committee and assigned to a subcommittee of Sens. Fraise, Johnson, Ragan and Houser, 1/19/2005.
SSB 1037 A study bill for an act relating to appropriation matters by making, increasing, and reducing appropriations for the fiscal year beginning July 1, 2004, and providing effective and applicability date provisions. SSB 1049 A study bill for an act to authorize public utilities providing natural gas service to impose an infrastructure system replacement surcharge for the recovery of costs of certain infrastructure system replacements.
