What about capping--or a sliding cap--on the unclaimed deposits? Grocers are moving to get redemption out of their stores. Even if we assume that redemption centers will be readily accessible (and in many cases they won't be) the shift will gradually change redemption patterns and depress rates of return. This will in turn increase the funds retained in the unclaimed deposits account (UDA). The other factor that must be considered is what happens if proponents get what they want: inclusion of all similar containers, at a higher rate (10 cents). Even if redemption rates went unchanged (92%) this would by itself effectively double the amount going into the UDA.
