Recruitment Announcement - Integrated National Conservation Action
(INCA)

The Conservation Governance Committee (CGC) seeks to appoint up to
four new
members on the Integrated National Conservation Action
(INCA)Committee. If
you would like to nominate yourself for membership on the
INCA Committee,
please complete and return the application below by March 15,
2006.
Current members of INCA are welcome to reapply, and if they do should
state
how long they have already served on the committee.
The INCA
Committee, which in 2006 will manage a budget of $100,000, reports
to the
Conservation Governance Committee (CGC). Voting members are
4
volunteers and two senior Conservation Department staff. In 2006-2007
it
will solicit and fund high priority projects of national significance
that
do NOT fall under one of the three Conservation Initiatives (Smart
Energy
Solutions, America's Wild Legacy, or Safe and Healthy Communities).
The CGC
has directed INCA to take primary responsibility for two key areas in
2006:
defense of the National Environmental Policy Act, and
Judicial
Appointments.
Examples of the types of issues that INCA would
consider funding include:
* Judicial Nominations
* Any
other federal appointments
* 9th Circuit Court split
*
National Environmental Policy Act
* Any other Defending Democracy
agenda items -- public access, public
right
to know, public
participation
* Takings, Unfunded Mandates, Devolution, Risk
Assessments and other right
wing anti-environmental initiatives
* c4
accountability on federal officials (like what we did on Rep. Pombo
in
2005)
* International work -- especially c4 take delivery -- trade,
population,
other
* State level nationally significant work that
doesn't fit in a CIC
(bottle bills, pesticides etc.)
* Any Katrina
bills that aren't specifically Safe and Healthy Communities
(exempt
rebuilding from environmental laws etc.)
* The unexpected federal bills
that appear that don't fit a CIC (for
example pesticide testing on
children)
INCA and all CGC committees are looking to fund projects that
take the
initiative and build power, rather than just playing defense.
It is also
interested in projects that build the capacities prioritized by
the Board:
seek new allies and build coalitions, create media visibility,
bring people
together, advocate for solutions, influence voter's electoral
decisions,
influence state policy makers, and influence local decision-makers
about
specific places.
Candidates for the INCA should have general
knowledge of environmental
issues, but must have experience with Sierra Club
policies and processes at
the national level. We are especially seeking
nominees with experience in
the topics listed above and in planning and
implementation of conservation
campaigns. Nominees with political
campaign experience would also be
welcome. Nominees must be current Sierra
Club members residing in the
United States . Sierra Club of Canada members
are not eligible to apply.
Ability and willingness to use electronic mail
and to participate in
conference calls (generally in the evening)is a
prerequisite. No travel in
anticipated, but there could be 12-20 conference
calls per year as well as
responsibilities associated with preparing reports
on INCA activities,
tracking funds, communicating with applicants, and
evaluating project
results. Candidates need to consider their ability to
contribute time and
effort to INCA participation in addition to ongoing
commitments.
Appointments to two-year terms on INCA are made by CGC,
based on
applications and phone interviews with prospective candidates by CGC
and
INCA representatives. If you are interested in applying, please read
