From ACEEE Efficiency Program Compendium 2005 Table B2 Ranking by Spending as a Percentage of Revenues This chart (entered by hand, so there may be atypo or two)ranks the fifty states for electric efficiency program spending as afractionof total electric revenues. Sierra Clubis likely to pass a new policy statement which calls for spendingbetween threeand five percent of revenues. This chartis somewhat dated already – there are a number of states that I knowhaveincreased their spending – including Vermont,Oregon and Illinois– but I don’t have the accurate new levels. Vermont and Oregonare definitely spending more than 3% of revenues. Itis unclear whether those states haveeliminated all growth in electric consumption, but they are very close,and itis clear that the more states spend on these programs the moreeffective thespending gets, largely because it reduces the cost of the efficiencytechnologies which the programs address. Activists who want to do somethingabout global warming shouldconsider whether their states might be an appropriate place to proposeincreased efficiency spending. Thenational average for these programs is 3.1 cents per KWH saved.
