GOVERNOR CULVER APPOINTS FOUR NEW EPC BOARD MEMBERS


(Des Moines)
 Today, Governor Chet Culver appointed four new members to the Environmental Protection Commission.  The EPC is a panel of nine citizens who provide policy oversight over Iowa's environmental protection efforts. EPC members are appointed by the Governor and confirmed by vote of the Senate for four year terms.

“I am very proud to have such experienced and quality individuals serve on this important Board,” said Governor Culver.  “I promised Iowans that, as Governor I will work hard to improve water quality and protect the land, lakes, rivers and streams we all love.  That is my mission, and that is the mission of these new appointees to the EPC.  There are some difficult environmental policy issues we are going to have to tackle during my term and I am honored to have these four individuals by my side as I work to address these issues.

DALE COCHRAN:  
Dale Cochran is a farmer from Ft. Dodge who served as Iowa Secretary of Agriculture from 1987-1998. Prior to being elected Agriculture Secretary, Cochran was a State Representative who served as House Speaker and Minority leader. He worked as a trustee at the Friendship Haven Board and also worked as farm editor for the Ft. Dodge Messenger.  Cochran has used his experience in government to assist people and help improve their lives. He has spent his life helping to educate Iowans and promote agriculture, the environment, energy and renewable fuels. In addition to his work as an elected official, Cochran has worked and volunteered at the community, state and national levels focusing on production agriculture and economies of rural areas.  Cochran earned his B.S. degree in Animal Science from Iowa State University.

SUSAN HEATHCOTE:
 Susan Heathcote has served as the Water Program Director of the Iowa Environmental Council since 1996.  At the Council, Heathcote provided technical leadership on a number of issues, including agricultural nonpoint source pollution, livestock manure management, water quality monitoring, water quality standards, and restoration of impaired waters.  Heathcote also served as chair of the Impaired Waters Workgroup for the Governor’s Water Summit in 2003, and for the past two years served on the Watershed Improvement Review Board.  Prior to working for the IEC, Heathcote worked for six years as an Environmental Consultant assisting Iowa business and industrial clients with regulatory permits and environmental compliance issues.  Heathcote is a product of Stratford Community High School in Stratford, Iowa.  She received her Bachelor of Science from the University of Arkansas and received a Master of Science in Geology/Geophysics from the University of Iowa.

CHARLOTTE HUBBELL:
 Charlotte Hubbell is an attorney who has been active in a variety of political, educational, cultural and environmental issues throughout her career. She has been involved in several political campaigns and served as a co-founder of several non-profit initiatives and on the Boards of many non-profit organizations.  Hubbell has been active in environmental issues since the early 1990s including serving as a Trustee for The Nature Conservancy in Iowa and as co-founder of The Iowa Environmental Council, a statewide coalition of 68 environmental groups charged with promotion of sound environmental policy throughout the State. In recognition of her efforts towards the environment, Ms. Hubbell received the National Honor Award from the Soil and Water Conservation Society in 1998. Hubbell graduated from Tulane University and received her J.D. from the University of Iowa College of Law.  

RALPH KLEMME:
 Ralph Klemme is a farmer and has spent the last 46 years farming near LeMars.  Elected to the Iowa Legislature in 1992, he brought his years of experience in agriculture to the chamber and went on to serve as chairman of both the House Agriculture Committee and Natural Resources committee.  A lifelong resident of Plymouth County, Klemme is a member of his local Farm Bureau, the Iowa Pork Producers, Iowa Corn Growers Association, and the Iowa Soybean Association.
