I believe the Committee amendment actually improved the bill.  It added 5 people to the Commission - 1 representative from the ISU Department of Agronomy and 4 members of the 'general public' to be concerned about their electric bills.  This makes 23 people on the commission.  Large, but if the appointments by the Governor are wise we could have an 'environmental' majority.
