Governor Culver Introduces New Head Of Energy Independence Office, Power Fund Board


Roya Stanley, Power Fund Board Members meet with Governor Culver, Lt. Governor Judge

Governor Culver & Lt. Governor Judge introduce Roya Stanley, the Director of the Office of Energy Independence and members of the Iowa Power Fund Board(Des Moines) Today, at the State Capitol, Governor Chet Culver and Lt. Governor Patty Judge introduced the new Director for the Office of Energy Independence, Roya Stanley. In addition members of the newly formed Power Fund Board of Directors were also introduced.
 
Governor Culver said, "I am pleased that the Power Fund is taking form. We have a nationally known Director in Roya Stanley. She has worked for more than 20 years as an ambassador for renewable energy. Her credentials are exceptional and she will lead this new office with a thoughtful understanding of what Iowa can and will achieve in the field of energy independence.” Ms. Stanley is returning to Iowa from seven years with the National Renewable Energy Laboratory in Golden, Colorado.
 
Lt. Governor Patty Judge praised Stanley’s appointment and the importance of the Power Fund. "As the former Secretary of Agriculture, I spent many years on the front lines fighting to educate Iowans to embrace and accept the powerful potential of renewable energy for our communities. I traveled the state visiting with businesses and civic organizations to promote a new product called “ethanol” that could power a car on fuel made from corn. Many people dismissed the idea as silly, and I can tell you those were lonely days traveling around the state. Today, every Iowan has come to realize the awesome impact of bio-fuels and wind energy and Governor Culver and I believe we must continue to be the leaders in renewable energy.”
 
Roya Stanley said, "I am so honored to lead Iowa's new energy initiative and to staff the Power Fund's Board of Directors. With our experienced board and support from Governor Culver and the Iowa Legislature, the future is brighter than ever. This industry moves fast and the Iowa Power Fund proves that Iowa is serious in maintaining its leadership in renewable energy. "
 
The Power Fund Board of Directors was also introduced. The 18-member board includes seven Due Diligence committee members. Fred S. Hubbell is chair of the Power Fund Board of Directors.
 

BIOGRAPHICAL INFORMATION ON ENERGY INDEPENDENCE DIRECTOR, ROYA STANLEY:

Roya Stanley has a record of achievement in the areas of energy efficiency and renewable energy that spans 25 years. More than 18 of these years were spent in Des Moines, where she worked for the Iowa Department of Natural Resources and the Iowa state energy office. As the Energy Bureau chief, she led the development of a state program which provided more than $150 million in energy efficiency project investments in Iowa public facilities resulting in reduced utility bills for taxpayers. Stanley also collaborated with several Iowa organizations to develop the Iowa switchgrass initiative, laying the foundation for a cellulosic fuel of the future. She supported the development of Iowa's Renewable Portfolio Standard (RPS), which launched Iowa's successful wind development program. In her last two years with the DNR, Stanley served as the Administrator for the Waste Management Assistance Division, with the goal of reducing the environmental impact of waste products. In 2000, Stanley accepted a position with the National Renewable Energy Laboratory (NREL), in Golden, Colorado, where she led the laboratory's efforts to provide research and development information to state and local officials and agricultural leaders across the country. Acting as a liaison, she provided timely dissemination of the most current information on renewable energy and energy efficient technologies and policy practices. Ms. Stanley earned an undergraduate degree from the University of Illinois and an MBA from Colorado State University. In her free time, she enjoys bicycling and is looking forward to experiencing the many bike trails Iowa offers.
 

BIOGRAPHICAL INFORMATION ON POWER FUND BOARD CHAIR, FRED S. HUBBELL:

Fred S. Hubbell was a member of the Executive Board and Chairman of Insurance and Asset Management Americas for ING Group. ING Group is a Netherlands-based banking, insurance and asset management company. Mr. Hubbell had served as an Executive Board member from May 2000 through April 2006. Mr. Hubbell had also been responsible for Nationale Nederlanden, ING's largest Dutch insurance company, and ING's asset management operations throughout Europe since May 2004. Mr. Hubbell retired from ING Group's Executive Board effective April 25, 2006 and has returned to the United States. Mr. Hubbell was formerly Chairman, President and Chief Executive Officer of Equitable of Iowa Companies, an insurance holding company, serving in his position as Chairman from May 1993 to October 1997, and as President and Chief Executive Officer from May 1989 to October 1997. Mr. Hubbell served in various capacities with Equitable of Iowa Companies since 1983, in addition to serving as Chairman of Younker's.

THE IOWA POWER FUND (House File 918):

Establishes the Office of Energy Independence.
The Director of the Office of Energy Independence is appointed by the Governor. This person will, among other things: 1) Coordinate administration of the Fund; 2) Coordinate existing state and Federal energy policy programs; 3) Pursue new research investment funds from public and private sources; 4) Establish renewable energy performance measures; 5) Develop an Iowa Energy Independence plan.
POWER FUND DUE DILIGENCE COMMITTEE will consist of 7 members. These individuals will review recommendations that come before the Power Fund Board:

ESTABLISHES IOWA ENERGY INDEPENDENCE PLAN: A Plan shall be developed by the Director of the Office of Energy Independence with the assistance of DNR and with public and private partners selected by the director. The plan shall provide options and strategies for reducing Iowa’s consumption of energy, dependence on foreign sources of energy, use of fossil fuels and greenhouse gas emissions. This plan shall provide for achieving independence from foreign sources by 2025. The plan shall be submitted to the Governor and General Assembly by December 14, 2007.
 
ESTABLISHES ENERGY EFFICIENCY STUDY: The Iowa Utilities Board (IUB) shall conduct a study of energy efficiency plans and programs offered by all natural gas and electric utilities to determine the status and effectiveness of such programs. Results of the study should be made to the General Assembly by January 1, 2008.
