It does not require any use to be made of the testimony, but it does give people a voice to be on record and then forwarded to DNR. I think it would be a good organizing tool for the CAFO issue overall. Ind I suppose, for example, when the EPC originally denied that Dallas County permit, a process like this would have given them even more to stand on.
