The coal-pile proposal has not been dropped.  The article below  explains why 
the project is  "wounded but not dead."  
 
A few days ago, an article appeared in the business section of the  Ames 
DAILY TRIBUNE in which (I think) it was stated that the City of Ames  and ISU 
would like the project to go forward because they would  benefit financially.  
Sorry, I couldn't find a link to that newer  article.
