Lyle,

Does this bill give us anything?  Rather than Supervisors "may"  
conduct a public hearing, now Supervisors "must" conduct that  
meeting?  Do the results of such a meeting have any more sway with DNR  
or on the decision-making process?

Or does the bill just force counties to participate in the broken-down  
matrix process?
