West Liberty discharges wastewater to creek WEST LIBERTY DISCHARGES WASTEWATER TO CREEK MEDIA CONTACT: Paul Brandt, DNR Washington field office, at (319) 653-2135 or [log in to unmask] WEST LIBERTY - A pump malfunction overnight led to a wastewater discharge Thursday morning in West Liberty in Muscatine County. The West Liberty wastewater treatment plant discharged partially treated wastewater from 6:30 to 9:15 Thursday morning. The city discharged about 23,000 gallons to Wapsinonoc Creek before it completed repairs on the pump.
