Veto weak bill on manure application

It's common sense to ban application of manure in the winter to reduce runoff into rivers and lakes, as the Iowa Department of Natural Resources has been moving to do. Instead, the 2009 Legislature got into the act because livestock producers feared state regulators would be too restrictive.

The upshot: It would have been better to have left this issue to the DNR's rule-making process because of the agency's expertise.
