HF643 <http://action.sierraclub.org/site/R?i=DywbKWNG6vtzZQptPj4nbg..>  (formerly HSB180) is a bill Gov. Terry Branstad and some legislators want adopted because agricultural practices are the primary source of non-point source water pollution in Iowa.  Section 319/Clean Water Act programs include compliance functions, water monitoring and other water quality protection programs.

Mike Gronstal and Kraig Paulsen taped IPTV's Iowa Press today. Haven't watched the show, but Kathie Obradovich covered the taping and quoted Gronstal as saying "Senate won't move water monitoring out of the regulatory body at DNR."

 

They are trying to trick people with the same cosmetic change made to the bill before it passed the Iowa House. They'll keep the "monitoring" at DNR, but IDALS would still "decide where, what and how much to monitor, how to evaluable water quality impairments. They would be in charge of the water quality assessment reports and the list of impaired waters required by the EPA."
