The shame is in the way legislators are bamboozled by these powerful corporate players into getting taxpayers and rate-payers pick up the tab for their speculation and insure their risky betting, when the economics show that we already have excess generating capacity within the state and region. This is just another gambit along the lines of pushing the coal plant that didn't need to be built at Waterloo. The way that Mid-American and Alliant hustle these legislative deals means that even if the plants are never built, they'll still be able to pocket part of the increased rates that they collect.
