I believe that there are 38 "units" listed in the Iowa Code. Some sites have more than one unit, which would account for the difference between the Code number and the 35 in the message below. As for coal-fired industrial process facilities, these are a bit more spread out and mostly consist of grain handling/processing facilities. One I am familiar with is a family-owned business with deep local roots; one is a foreign-owned facility; and most of the rest are owned by domestic multinational corporations of considerable size. All are complaining mightily about overregulation and the high cost of emissions and permitting fees. Few seem willing to pay the expenses for the services - permitting, inspections, consultations on pollution controls and regulatory requirements - that they receive from government entities that are charged with these duties under the Clean Air Act.
