Sorry, Leland, I'm confused.  According to the article, the IFB has voted to say that conservation compliance should not be required for subsidized crop insurance.  How is that a vote for conservation?  
 
Were you referring to a different article?  There have been two articles on this subject in the REGISTER this morning.
