YES HE DOES!!  Drilling offshore in Arctic Ocean above the Arctic
Refuge--following in Bush's path with the 4D rule to wipe out habitat for
polar bears to name just a few of his broken promises.  Thank goodness
for Bill McKibben!  Phyllis
