MidAmerican Energy asked the Iowa legislature to pass a similar bill during the last session.  Currently the bill is still open in the Iowa Senate.

As the news article states, the customers would be billed up-front for a new nuclear power plant in Iowa.  If the plant never gets built, the MidAmerican customers would not be given a refund for the money that was paid toward the power plant -- MidAmerican would get to keep the money.  The bill also requires the Iowa Utilities Board to apply different standards for nuclear power, as compared to other energy sources.  

The Iowa Chapter of the Sierra Club was actively involved in this issue last year and will continue next year.
