The link in the press release doesn't quite take you where you want to go.
You need to go to:

http://www.iowadnr.gov/Environment/WaterQuality/WatershedImprovement/WatershedPlanning/NonpointSourcePlan.aspx

Once there, there are links to two pdf's, one called "nonpoint source
management plan", the other called "appendices".  When I tried to follow
those links, neither worked.  So deja vu.
